Quebec To Allow Legal Cannabis Vape Sales By End Of 2025

In a pivotal regulatory shift, Quebec is set to permit the sale of legal cannabis vaping products by the end of 2025. The province's public cannabis retailer, SQDC, has confirmed plans to launch two vaping devices and approximately 30 cartridges through both physical locations and its online store.

 

All products will be required to adhere to a strict 30% THC cap, and additions of non-cannabis flavorings will be prohibited. The initiative aims to bring regulated alternatives to a market currently dominated by illicit and out-of-province sources.

 

Two industry players, Mercanto Holdings and Cannara Biotech, have already received preliminary approvals for their vape SKUs. Meanwhile, a 2024 survey revealed that about 25% of cannabis users in Quebec were already obtaining vaping products through unregulated channels-highlighting strong consumer demand even under prohibition.

 

As Canada's second-most populous province, Quebec's decision opens a substantial new market opportunity for licensed manufacturers and marks a major evolution in regional cannabis policy.
